Cambodian Worker’s Mind Union Collective Bargaining Agreement (CBA) with MILANNA to Enhance Workers' Rights and Working Conditions

Kampong Speu: On the morning of August 18, 2026, a Collective Bargaining Agreement (CBA) signing ceremony between the Cambodian Worker’s Mind Union and MILANNA LEADERWARE M.F.Y (CAMBODIA) Co., Ltd. was grandly held at the factory location in Krabei Tram Village, Chongruk Commune, Kong Pisei District, Kampong Speu Province.
The ceremony was witnessed by Mr. Ly Vichet, President of the Cambodian Worker’s Mind Union Federation, and Mr. LI YANBING, Director of Milanna Leatherware. It was also attended by Mr. Lean Chhorvon , representative of the global union IndustriALL, local union leaders, employee delegates, and numerous worker and employee representatives.
Mr. Ly Vichet stated that this CBA signing aims to ensure good industrial relations between the employer and the union, protect the legitimate rights and interests of workers and employees, and improve working conditions. Through this agreement, the employer must recognize union rights without discrimination or retaliation against union activities and apply the CBA terms to all workers within the enterprise.
Under this CBA, workers and employees will receive several key benefits, including:
Wage increases and specified bonuses
Special leave and extended maternity leave
Post-probation employment contracts of at least 6 months
Preservation of existing benefits if they are superior to those specified in the CBA
Furthermore, the Union President emphasized that this CBA focuses significantly on gender equality, anti-discrimination, the prevention of harassment, and workplace safety. In cases of extreme heat or severe risks in the workplace, the employer must take immediate protective measures, and workers have the right to remove themselves from dangerous situations without facing retaliation or punishment.
Regarding dispute resolution, the CBA establishes a step-by-step process: Factory Level \rightarrow Bipartite Committee \rightarrow Joint Management Committee (JMC) \rightarrow Legal Mechanisms / Arbitration Council, avoiding unilateral action. The JMC will play a crucial role in monitoring the implementation of the CBA and holds the authority to take measures against any party that non-complies with the agreement.
Mr. Ly Vichet summarized that the CBA is essentially: "A legal tool providing additional benefits to workers, protecting union rights and occupational safety, while setting clear mechanisms for management and dispute resolution to maintain harmonious industrial relations."
The signing ceremony concluded in a friendly, understanding atmosphere, demonstrating strong cooperation between worker representatives and the employer to promote enterprise growth and sustainable employment stability.
